National Population and Housing Census |
The National Population and Housing Census (NPHC) in Uganda is conducted under the legal framework established by the Uganda Bureau of Statistics Act No. 12 of 1998. Its long-term objective is to provide benchmark demographic and socio-economic data essential for planning, evidence-based decision-making, policy formulation, and program evaluation.
The NPHC collects comprehensive data on population characteristics such as spatial distribution, age, sex, religion, ethnicity, education, economic activity, orphanhood, and disability. It also assesses household and housing conditions, including available amenities and housing quality. The census is conducted every ten years, with the most recent being part of a series of surveys aimed at providing updated and detailed information. |

Census of Agriculture and Aquaculture |
UBOS conducts Census of Agriculture and Aquaculture every 10 years. A census of agriculture is the primary source of structural data on agriculture, providing benchmark information on the number, size, and distribution of agricultural holdings, characteristics of agricultural households, land use, crops, livestock, and other inputs. Uganda has conducted three such censuses: the first in 1963/65, the second in 1990/91, and the third in 2008/09, with another planned soon.
The objective of these censuses is to establish a comprehensive system of Food and Agriculture Statistics (FAS) and ensure regular data collection every ten years in line with FAO recommendations. The planned census will include modules on crops, livestock, and aquaculture.

The National Livestock Census (NLC) |
The National Livestock Census is a vital exercise that provides comprehensive information on the structure and organization of the livestock sector in Uganda. Conducted every ten years as part of the Agriculture Census, it aims to collect detailed data on livestock, including numbers and distribution, to inform economic planning and development.
The census helps understand the role of livestock in the national economy, particularly in rural areas, where it contributes to supplementary and primary income for many families, including the landless. It also captures data on livestock as a source of protein through milk, eggs, and meat. The long-term objective of the National Livestock Census is to establish a robust system for monitoring and supporting the livestock sector’s growth and sustainability. |

Census of Business Establishment (COBE) |
The Census of Business Establishments (COBE) is a comprehensive enumeration of all operating economic units with a fixed location in the country, regardless of the number of employees. This census aims to provide a detailed record of all active business establishments, including structural information such as the name, economic activity, location, and employment by sex. This data is crucial for accurately identifying and describing each business’s role in the economy, and for creating a representative sample frame for business surveys and studies. The fieldwork encompasses all businesses with fixed premises, including market stalls, shops, and kiosks with at least one employee.The specific objectives of the Census of Business Establishments (COBE) are to obtain data on the distribution of businesses by economic activity, determine employment by sex, assess business ownership status, and map the geographic location of businesses within the country. The COBE is conducted every ten years, with the next census scheduled for 2030/31 and an update of the Business Register planned for 2025/26. |

Consumer Price Index (CPI) Survey |
The Consumer Price Index (CPI) measures the price changes over time for a fixed basket of consumption goods and services commonly purchased by households.The Objectives of the CPI is to
- Measure price changes over time.
- Provide data for determining the Central Bank Rate by the central bank.
- Measure inflation in the country.
Frequency of Collection:
Weekly: For Kampala.
Monthly: For 10 designated centers across Uganda (including Kampala’s high, middle, and low-income areas, Jinja, Mbale, Masaka, Mbarara, Gulu, Fort Portal, and Arua).
The CPI survey has been expanded to include rural centers to capture the prices of goods and services consumed by rural households. The rural CPI index is currently under development. |

PPI – H& R measures the average change in the prices that Hotels and Restaurant service providers receive for their services. It is an output Price Index designated to reflect the price trend of a constant well-defined and representative basket of services provided by Hoteliers. The index is divided into two categories namely Accommodation and Catering services. The catering services are further divided into two categories; food and snacks and drinks. |

Import Price Index Survey |
The Import price survey is conducted quarterly to collect prices of selected imported goods from enterprises/companies that are engaged in international trade. The prices collected are used to compute the import price indices for a particular quarter. |

Real Estate Index |
The Indicator covers real estate prices and data is collected on a quarterly basis to produce the Residential Property Price Index (RPPI). The geographical coverage of the indices is the Greater Kampala Metropolitan Area (GKMA), covering Kampala district and urban areas of Wakiso district. Specifically the indices is produced for the areas of Kampala and Makindye. Nakawa, Wakiso, Kawempe and Rubaga. Uganda Bureau of Statistics (UBOS) uses the method of Hedonic pricing approach to compute the RPPI. Hedonic pricing is a method that identifies price factors. The factors are represented as price determining characteristics that exist and affect both internal and external features of the property. |

Index of Production (IOP) |
The Index of Production (IOP) is a quantum index that measures monthly trends in the volume of goods produced by the manufacturing sector in the country. Monthly data for the compilation of the index is collected on a quarterly basis. The number of establishments from which data is collected ranges between 190 and 209 operational establishments.In the compilation of the index, the manufacturing sector is divided into eight groups: Food Processing which includes processing of meat, fish and dairy products; grain milling; bakeries, sugar and jaggery; coffee roasting; coffee processing; tea processing; other food processing and animal feeds, Beverages and Tobacco, Textile, Clothing, Leather and Footwear, Timber, Paper and Printing, Chemicals, Paint, Soap and Foam Products, Bricks and Cement, Metal Products, Miscellaneous group, which includes manufacturing of vehicle accessories, plastic products and electrical products |

Distributive Trade Statistics (DTS) focuses on collecting data related to economic units engaged in wholesaling and retailing goods, including services incidental to sales such as repair, installation, and delivery. The growing significance of DTS is attributed to the increasing contribution of distributive trade to overall economic value and employment, connecting producers and buyers both locally and globally.
In developed countries, where distributive trade is well-organized, standard statistical methods typically capture these activities effectively. However, in developing countries, much of the distributive trade occurs in the informal sector, complicating statistical observation. DTS is crucial for developing and monitoring economic policies, analyzing business cycles, and comparing activities over time or between different sub-populations within the same reference period. |

Resource Flows Survey on Family Planning |
The Resource Flows Survey on Family Planning is an annual survey conducted by the Uganda Bureau of Statistics (UBOS) to track and analyze financial resources allocated to Family Planning (FP) activities in Uganda. Initiated in 2011, the survey gathers data on funds received and expenditures related to FP methods and services from various institutions, including government agencies, non-governmental organizations, contraceptive importers, and private health facilities. The data collected over a three-month period is vital for evidence-based policy making, monitoring government commitments, and assessing progress towards achieving Family Planning goals and the International Conference on Population and Development-Programme of Action (ICPD–PoA).The primary objectives of the survey are to support advocacy efforts, mobilize resources for Family Planning initiatives, and ensure alignment with development goals such as Family Planning 2020. The survey’s findings are used to inform stakeholders and guide strategic investments in FP services, contributing to effective policy implementation and resource allocation within the health sector. The ongoing survey will continue annually, spanning from 2020 to 2030, reflecting its integral role in advancing Family Planning objectives in Uganda. |

Uganda Demographic and Health Survey (UDHS) |
The Uganda Demographic and Health Survey (UDHS) is a national survey conducted every five years by the Uganda Bureau of Statistics to address the health sector’s needs. Its primary goal is to provide policymakers and health organizations with comprehensive data to effectively monitor, plan, and evaluate health interventions, particularly in health sector reform and reproductive health programs. The survey offers essential information for informed policy-making and planning at both national and regional levels.
The UDHS delivers national and regional estimates on population and health, allowing for comparisons with data from previous UDHS rounds and similar surveys in other developing countries. The seventh iteration of the survey, scheduled for 2021, follows earlier surveys from 1988/89, 1995, 2000-01, 2006, 2011, and 2016. The 2021 survey will involve pretest data collection in April and main data collection from July to December, with the next survey planned for 2026. |

Uganda Functional Difficulties Survey |
The Uganda Functional Difficulties Survey (UFDS) is a national survey aimed at addressing data needs related to the equalization of opportunities for persons with disabilities. The survey provides valuable information to policymakers in the Ministry of Gender, Labour and Social Development, Ministry of Health, Ministry of Education and Sports, and other organizations to effectively monitor and plan disability reform activities. Its objectives include measuring the prevalence of disability among adults and children, assessing discrimination, violence, service accessibility, and deprivation, and generating indicators relevant to the Persons with Disability Act of 2006, the National Development Plan (NDP), the Sustainable Development Goals (SDGs), and the UN Convention on the Rights of Persons with Disabilities (CRPD).
The UFDS is conducted every five years, with the first survey completed in 2017 and the second scheduled for 2022. The data collection phase spans approximately four months, covering all districts in Uganda. The next survey will be carried out in 2027, following the 2021 Uganda Demographic and Health Survey (UDHS). |

Uganda Population HIV Impact Assessment Survey – UPHIA |
The Population-based HIV Impact Assessment (PHIA) is a multicounty initiative funded by the United States President’s Emergency Plan for AIDS Relief (PEPFAR) to conduct national HIV-focused surveys. These surveys are designed to describe the status of the HIV epidemic, measure critical parameters such as progress toward the UNAIDS 90-90-90 targets, and guide policy and funding priorities. The PHIA is led by the Ministry of Health (MOH) in Uganda with technical support from the United States Centers for Disease Control and Prevention (CDC).
The primary objectives of the PHIA include estimating HIV incidence and prevalence in Uganda, assessing the coverage and impact of HIV services at the population level, and characterizing HIV-related risk behaviors using a nationally representative sample of adults and children. The survey is conducted every five years, ensuring timely updates on the HIV epidemic and the effectiveness of interventions. |

Uganda National Household Survey (UNHS) |
The UNHS collects comprehensive data on socio-economic characteristics at both household and community levels. Its main objectives are to provide high-quality information for monitoring Uganda’s development performance across various sectors, including poverty and unemployment. The survey includes evolving modules such as Socio-Economic, Labour Force, Community, and Market Price modules. It gathers data on education, health, household expenditure and poverty, food security, income and loans, ICT, vulnerable groups, community characteristics, and non-crop household enterprises.
Conducted every four years, the survey supports the measurement of key indicators at national, rural-urban, regional, and sub-regional levels. It aids in informing policy frameworks such as the Sustainable Development Goals (SDGs) and the National Development Plan II (NDP II), ensuring that data-driven decisions and interventions are based on current and comprehensive socio-economic insights. |

Uganda National Panel Survey (UNPS) |
The Uganda National Panel Survey (UNPS) is conducted annually with the primary aim of producing estimates in key policy areas and providing a platform for experimenting with and assessing national policies and programs. One of its main objectives is to supply information needed for monitoring the National Development Strategy and major programs like the National Agricultural Advisory Services (NAADS) and General Budget Support. The survey also aids in the compilation of the National Accounts, such as agricultural production data.
Another key objective of the UNPS is to provide high-quality, nationally representative information on income dynamics at the household level, as well as data on service delivery and consumption expenditure estimates annually. This helps monitor poverty and service outcomes in the interim years between other national surveys, such as the Uganda National Household Survey (UNHS), Uganda Demographic and Health Survey (UDHS), and National Service Delivery Surveys (NSDS).
Additionally, the UNPS offers a framework for low-cost experimentation with various policy interventions, such as reducing teacher absenteeism, improving ante-natal and post-natal care, and assessing the effect of subsidies on agricultural inputs. It also supports policy-oriented analysis and capacity building, contributing to the Annual Policy Implementation Review. The survey facilitates randomized impact evaluations of interventions whose effects are not easily assessed through existing national household surveys. |

National Labour Force Survey |
Labour statistics are essential for assessing economic growth and development, offering insights into employment, income, and socio-economic factors that guide government programs. The National Service Delivery Survey (NSDS) is an essential tool used by the Government of Uganda to evaluate and monitor public service delivery. National Governance Peace and Security Survey |
The National Governance Baseline Survey (NGBS) is conducted by UBOS to provide reliable, harmonized statistics on governance, peace, and security at both regional and national levels. National Education Indicator Survey (NEIS) |
This survey will be regularised after conducting the Baseline Education Census (BEC). The BEC had been slated to take place during 2020 but activities were cut short due to the emergence of the COVID-19 Pandemic.
The main objective of the BEC is to generate comprehensive data relating to learner characteristics, location, ownership, teaching and non-teaching staff, and teaching and learning materials, sports facilities and equipment form all schools / education institutions in the country. These indicators and many more will be produced on a more regular basis using the NEIS which is to be conducted every after 5 years. |

Harmonized data system for GBV/SRH/HP |
Detailed data on Gender-Based Violence (GBV), Sexual Reproductive Health (SRH), and Harmful Practices (HP) is essential for understanding their prevalence and impact. Population-based surveys are key sources for estimating the prevalence of GBV/HP, while administrative data provides insights into the incidence and characteristics of these issues within communities. To enhance the understanding of GBV/SRH/HP in Uganda, the Bureau aims to integrate and link GBV data systems, creating a comprehensive and routine overview of these issues based on administrative data. This integration will establish a centralized data repository for GBV/SRH/HP information.
The initiative, which began in 2019, is set to conclude by 2022 and is implemented in phases. The current focus is on integrating GBV data systems by consolidating aggregated records from various sources that produce GBV data. The ongoing integration process is designed to build upon the outcomes of previous phases, ensuring a more coordinated and effective approach to addressing GBV, SRH, and HP in Uganda. |

The Community Information System (CIS) |
The Local Government Community Information System (CIS) is an initiative within the national framework aimed at generating statistics at the Local Government level. It focuses on equipping Local Governments with the tools and support needed to collect, analyze, and disseminate data efficiently. By integrating data needs and addressing gaps across all sectors, the CIS uses mobile technology to gather information from Government and Government-aided institutions at various Local Government levels.
The primary objectives of the CIS include generating indicators to monitor and evaluate the National Development Plan III (NDP III) Parish model, developing socio-economic indicators to assess public sector investments, and providing detailed small area statistics at the Parish level. The system is scheduled for a nationwide rollout by 2024, with bi-annual updates and individual socio-economic reports for each district to aid in localized planning and decision-making. |
